Graham Byrne is the Chief Officer for SWaMP2008. He is the senior officer responsible to the SWaMP2008 Joint Committee for the proactive development and implementation of sustainable strategies, policies and programmes for the treatment, recovery, reduction and disposal of waste. This is achieved primarily through delivery of the Waste Management Plan for the eight constituent councils.
Graham is also the lead 0fficer and central contact point for the procurement and management of waste management and related consultancy contracts for SWaMP2008. In addition to this he liaises with central government on waste issues and provides direction on development of the Southern Waste Management Partnership in keeping with European, regional and national strategies.
Originally from the Isle of Man, Graham holds a Bachelor of Science Degree from the University of Wales, Swansea. A well known figure in Waste Management and a Chartered Environmentalist he has worked in central and local government for over 20 years in fields ranging from waste management to pollution control and environmental analysis.
He is also a member of the Chartered Institution of Wastes Management Centre Council (NI).
Phill Russell
Infrastructure Development Director
Phill Russell is Infrastructure Development Director for SWaMP2008. He will be responsible for project managing the procurement of waste infrastructure for the 8 councils in the southern region of Northern Ireland.
Phill is formerly Head of Wastes Management at West Sussex County Council, where he worked for ten years. He brings a wealth of experience of waste management and has headed up a team which won 2 major national awards in 2009 for West Sussex.
Phill project managed two major long term service contracts in West Sussex and has overseen the doubling of recycling rates to an impressive 42 percent. He was also a director of the National Household Hazardous Waste Forum and chaired two working groups to produce national guidlines on best collection and reception of domestic and small business hazardous wastes.
He is a fellow of the Chartered Institution of Wastes Management and a Chartered Environmentalist.
Jason Patterson
Technical Officer
Jason is the Technical Officer for SWaMP2008. He provides statistical analysis, and disseminates strategic waste management data for SWaMP2008. He also acts as the central point of contact for Waste Data Flow for all eight of SWaMP2008’s member councils.
Jason assists with the procurement of waste related contracts and is in regular contact with central government on matters such as licensing, funding, legislative change and formal guidance. Jason chairs regular meetings with the Recycling Officers from SWaMP2008’s member Councils.
A graduate of University of Wales and University College Dublin Jason completed a BSc (Hons) in Agriculture with Business Studies as well as a Masters Degree in Environmental Resource Management. Prior to joining SWaMP2008 in February 2008 he was employed as a Recycling Education Officer by Omagh District Council.
Jolene Keys
Administration Officer and PA to Chief Officer
Jolene joined SWaMP2008 in September 2007. Her role is to support the implementation of a wide range of projects and to manage the organisation’s administrative functions. She also acts as first point of contact for all SWaMP2008 enquiries.
Jolene graduated from the University of Ulster, Jordanstown with a BA (Hons) in Business Studies and a Diploma in Industrial Studies. Prior to joining SWaMP2008 Jolene was employed as a Human Resources Officer by the Western Health & Social Care Trust and worked as a Development Officer for Young Enterprise Northern Ireland.
